System Maintenance Advisory: MAO E-Notification System

Please be advised that the MAO E-Notification System will undergo scheduled maintenance to implement system enhancements from 01 April to 06 April 2026. During this period, the system will be temporarily unavailable.

The last day for electronic submissions through the MAO E-Notification System will be on 31 March 2026 (5:00 PM).

If there are submissions due during the scheduled maintenance period, all concerned parties are advised to ensure the early submission of the necessary documents prior to the maintenance dates.

The enhanced MAO E-Notification System will resume normal operations on Tuesday, 07 April 2026.

Advisory: LMS Rebranding to PCC eCLASS

In line with its rebranding efforts, PCC's Learning Management System (LMS), previously known as iCLP: Online Learning Hub on Competition Law and Policy, will now be called PCC eCLASS: Enhanced Competition Learning Activities Spaces.

Correspondingly, the platform’s domain name will be changed from iclp.phcc.gov.ph to eclass.phcc.gov.ph.

Please be advised that the LMS will be temporarily unavailable from March 27, 2026 (5:00 PM) to March 31, 2026 (11:59 PM) to facilitate this transition.

Beginning April 1, 2026, users may access PCC’s online courses through the new domain.

Policy Statement

The Philippine Competition Commission (PCC) recognizes and respects your data privacy rights and ensures that all personal data gathered are processed in accordance with the Data Privacy Act (DPA) of 2012, its Implementing Rules and Regulations (IRR), and other relevant policies, including issuances of the National Privacy Commission (NPC).

The PCC likewise adheres to the general principles of transparency, legitimate purpose, and proportionality in the collection, processing, securing, retention, and disposal of personal information through the implementation of its Information Security Management System (ISMS). It ensures that personnel and third parties from whom personal information is collected are provided with appropriate physical and digital security measures to protect the information.

Data Collection and Use

The PCC, through its Website Content Management Committee maintains the https://www.phcc.gov.ph website, which aims to provide information about the Commission’s mandate, core processes, issuances, programs, and services.

The PCC website does not directly collect any personal data that would identify a specific individual. However, PCC from time to time uses a third-party application such as Microsoft Forms to conduct surveys and get feedback and comments from its stakeholders.

The type of data collected by PCC includes the following:

  • Name
  • Email address; and
  • Contact number

Website Analytics

The PCC website uses third-party website (Google) analytics that gather non-personal information from the browser whenever the site is visited. This non-personal information includes the following:

  • Page Information
  • Uniform Resource Locator (URL) or the page the user is viewing
  • The title of the page the user is viewing
  • Browser Information
  • The name of the browser the user is using
  • The size of the browser window
  • The resolution of the user's screen
  • Whether or not the user has Java enabled
  • Flash version
  • User Information
  • User location, derived from the Internet Protocol (IP) address where the hit originated. The IP address itself is not made available by third-party website analytics.
  • Language as derived from the settings of the browser

PCC website analytics uses the above non-personal data for the purpose of understanding, optimizing web usage, and measuring web traffic that can be used as a tool to assess and improve the effectiveness of the website.

Web Browser and Cookies

The PCC website, https://www.phcc.gov.ph, uses “cookies” where a small data file is sent to your browser to store and track information about the user when entering the website. Most web browsers are set to accept cookies by default. The user may alter the settings of their web browser to explicitly decline cookies. However, this may hinder the user's ability to fully utilize the PCC website.

Links to External Websites

PCC website may contain links to and from other government websites and third-party applications hosted on the cloud. This Privacy Notice only applies to https://www.phcc.gov.ph. Visitors are advised to likewise read the respective privacy policies of these websites and third-party applications.

Protection Measures

PCC maintains a secure environment through the implementation of an Information Security Management System (ISMS), for the protection of personal information processed electronically. PCC uses reasonable security safeguards such as data encryptions, network firewalls, and other security standards provided by third-party applications, to protect information from loss, unauthorized access, use, or disclosure.
