System Maintenance Advisory: MAO E-Notification System

Please be advised that the MAO E-Notification System will undergo scheduled maintenance to implement system enhancements from 01 April to 06 April 2026. During this period, the system will be temporarily unavailable.

The last day for electronic submissions through the MAO E-Notification System will be on 31 March 2026 (5:00 PM).

If there are submissions due during the scheduled maintenance period, all concerned parties are advised to ensure the early submission of the necessary documents prior to the maintenance dates.

The enhanced MAO E-Notification System will resume normal operations on Tuesday, 07 April 2026.

Advisory: LMS Rebranding to PCC eCLASS

In line with its rebranding efforts, PCC's Learning Management System (LMS), previously known as iCLP: Online Learning Hub on Competition Law and Policy, will now be called PCC eCLASS: Enhanced Competition Learning Activities Spaces.

Correspondingly, the platform’s domain name will be changed from iclp.phcc.gov.ph to eclass.phcc.gov.ph.

Please be advised that the LMS will be temporarily unavailable from March 27, 2026 (5:00 PM) to March 31, 2026 (11:59 PM) to facilitate this transition.

Beginning April 1, 2026, users may access PCC’s online courses through the new domain.

Abstract:

In the proposed transaction, (i) Mitsui & Co., Ltd. (“Mitsui & Co.”) plans to make Relia, Inc. (“Relia”), which is currently an affiliated company of Mitsui & Co., a wholly-owned subsidiary of Mitsui & Co., and then (ii) Mitsui & Co. and KDDI Corporation (“KDDI”) plan to integrate Relia with KDDI Evolva, Inc. (“KDDI Evolva”), which is a wholly-owned subsidiary of KDDI, through a merger.

The Mitsui & Co. Group is a group of combined companies whose ultimate parent company is Mitsui & Co. As of March 31, 2022, the Mitsui & Co. Group has 279 consolidated subsidiary companies (78 domestic companies and 201 overseas companies) and 230 related companies (48 domestic companies and 182 overseas companies). The Mitsui & Co. Group’s main businesses include product sales, manufacturing, transportation, and financing in various fields, including iron and steel products, mineral and metal resources, energy, machinery and infrastructure, chemicals, lifestyle, and innovation and corporate development.

The Relia Group is a group of combined companies whose ultimate parent company is Relia. As of March 31, 2022, the Relia Group has 9 subsidiary companies (4 domestic companies and 5 overseas companies) and 2 related companies (1 domestic company and 1 overseas company). As of the same day, Mitsui & Co. holds 36.6% of the voting rights of Relia. The Relia Group’s main businesses include contact center business and back office business.

The KDDI Group is a group of combined companies whose ultimate parent company is KDDI. As of March 31, 2022, the KDDI Group has 159 consolidated subsidiary companies (102 domestic companies and 57 overseas companies) and 38 related companies (31 domestic companies and 7 overseas companies). The KDDI Group provides telecommunications services, life design services and ICT solutions, data center, and other services.

KDDI Evolva is KDDI’s wholly-owned subsidiary and has no subsidiaries or related companies. KDDI Evolva’s major business fields are contact solutions, IT solutions and various services, including human resources dispatch and telegram services.
