System Maintenance Advisory: MAO E-Notification System

Please be advised that the MAO E-Notification System will undergo scheduled maintenance to implement system enhancements from 01 April to 06 April 2026. During this period, the system will be temporarily unavailable.

The last day for electronic submissions through the MAO E-Notification System will be on 31 March 2026 (5:00 PM).

If there are submissions due during the scheduled maintenance period, all concerned parties are advised to ensure the early submission of the necessary documents prior to the maintenance dates.

The enhanced MAO E-Notification System will resume normal operations on Tuesday, 07 April 2026.

Advisory: LMS Rebranding to PCC eCLASS

In line with its rebranding efforts, PCC's Learning Management System (LMS), previously known as iCLP: Online Learning Hub on Competition Law and Policy, will now be called PCC eCLASS: Enhanced Competition Learning Activities Spaces.

Correspondingly, the platform’s domain name will be changed from iclp.phcc.gov.ph to eclass.phcc.gov.ph.

Please be advised that the LMS will be temporarily unavailable from March 27, 2026 (5:00 PM) to March 31, 2026 (11:59 PM) to facilitate this transition.

Beginning April 1, 2026, users may access PCC’s online courses through the new domain.

PCC holds dialogue with Pasig City to promote competition

The Philippine Competition Commission (PCC) held a dialogue with the City Government of Pasig on January 9 to discuss possible collaborations in promoting competition law and policy.

PCC Chairperson Michael Aguinaldo emphasized that all national government agencies, government-owned or -controlled corporations, and local government units are mandated to integrate competition principles into their policies, rules, and guidelines, as per Administrative Order No. 44.

"We aim to achieve positive outcomes through this collaboration," Aguinaldo said. "This includes establishing clear communication channels within our organizations, ensuring effective enforcement against anti-competitive practices, and conducting more efficient reviews of policies that may hinder market competition."

Pasig City Mayor Victor Ma. Regis Sotto welcomed the dialogue, emphasizing that this collaboration is essential for ensuring sustainable and inclusive growth, given the PCC's crucial role in this area.

Sotto acknowledged the PCC's expertise and sought guidance on creating a more competitive and fair business environment for the city, benefiting both businesses and residents.

Representatives from the PCC Enforcement Office, Mergers and Acquisitions Office, and Economics Office also presented an overview of the Philippine Competition Act and the National Competition Policy to Pasig City officials, including the vice mayor, city councilors, and heads of various city departments. PCC Commissioners Lolibeth Ramit-Medrano and Ferdinand Negre, along with Executive Director Kenneth Tanate, also participated in the dialogue. 

In December 2020, the PCC conducted a Capacity Improvement on Competition Advocacy for Legislative Staff (CICALS) in Pasig City. The program aimed to empower local officials by promoting pro-competitive policies, educating MSMEs about the benefits of competition, and guiding the development of a local competition code.
