System Maintenance Advisory: MAO E-Notification System

Please be advised that the MAO E-Notification System will undergo scheduled maintenance to implement system enhancements from 01 April to 06 April 2026. During this period, the system will be temporarily unavailable.

The last day for electronic submissions through the MAO E-Notification System will be on 31 March 2026 (5:00 PM).

If there are submissions due during the scheduled maintenance period, all concerned parties are advised to ensure the early submission of the necessary documents prior to the maintenance dates.

The enhanced MAO E-Notification System will resume normal operations on Tuesday, 07 April 2026.

Advisory: LMS Rebranding to PCC eCLASS

In line with its rebranding efforts, PCC's Learning Management System (LMS), previously known as iCLP: Online Learning Hub on Competition Law and Policy, will now be called PCC eCLASS: Enhanced Competition Learning Activities Spaces.

Correspondingly, the platform’s domain name will be changed from iclp.phcc.gov.ph to eclass.phcc.gov.ph.

Please be advised that the LMS will be temporarily unavailable from March 27, 2026 (5:00 PM) to March 31, 2026 (11:59 PM) to facilitate this transition.

Beginning April 1, 2026, users may access PCC’s online courses through the new domain.

PCC, NTC sign agreement to strengthen competition in the data transmission sector

The Philippine Competition Commission (PCC) and the National Telecommunications Commission (NTC) have signed a Memorandum of Agreement (MoA) to formalize their partnership in promoting fair competition and regulatory coordination in the data transmission industry. The signing ceremony took place today, with PCC Chairperson Michael Aguinaldo and NTC Commissioner Ella Blanca Lopez serving as the official signatories.

The MoA is pursuant to Section 18 of Republic Act No. 12234, otherwise known as the Konektadong Pinoy Act (KPA), which mandates the PCC and NTC to develop interagency cooperation mechanisms, including information-sharing tools, to ensure effective enforcement and uphold the principles of fair competition in the data transmission industry.

Aguinaldo emphasized the significance of the agreement in advancing the goals of the KPA. “This partnership with the NTC is a crucial step toward building a competitive and inclusive data transmission landscape. By working together, we can safeguard the sector from the dangers of those that would seek to damage or monopolize telecommunications to the detriment of consumers. The PCC remains committed to supporting the implementation of the law through technical assistance, joint enforcement, and policy coordination,” he said.

Meanwhile, Lopez underscored the importance of interagency collaboration in fostering a competitive telecommunications environment. “We are committed to fair, reasonable, and non-discriminatory practices across the industry. This agreement sets the stage for strong interagency collaboration and responsible data sharing, enabling us to fulfill our mandates and better serve Filipino consumers,” she said.

Under the MoA, the PCC and NTC will collaborate on joint market monitoring, policy development, enforcement actions, and capacity-building initiatives. The agreement also establishes protocols for information exchange, coordination on merger reviews and investigations, and the creation of joint task forces when necessary.

The PCC continues to play a key role in the drafting of the law’s implementing rules and regulations, working closely with the Department of Information and Communications Technology, Department of Economy, Planning and Development, NTC, and other stakeholders.
