System Maintenance Advisory: MAO E-Notification System

Please be advised that the MAO E-Notification System will undergo scheduled maintenance to implement system enhancements from 01 April to 06 April 2026. During this period, the system will be temporarily unavailable.

The last day for electronic submissions through the MAO E-Notification System will be on 31 March 2026 (5:00 PM).

If there are submissions due during the scheduled maintenance period, all concerned parties are advised to ensure the early submission of the necessary documents prior to the maintenance dates.

The enhanced MAO E-Notification System will resume normal operations on Tuesday, 07 April 2026.

Advisory: LMS Rebranding to PCC eCLASS

In line with its rebranding efforts, PCC's Learning Management System (LMS), previously known as iCLP: Online Learning Hub on Competition Law and Policy, will now be called PCC eCLASS: Enhanced Competition Learning Activities Spaces.

Correspondingly, the platform’s domain name will be changed from iclp.phcc.gov.ph to eclass.phcc.gov.ph.

Please be advised that the LMS will be temporarily unavailable from March 27, 2026 (5:00 PM) to March 31, 2026 (11:59 PM) to facilitate this transition.

Beginning April 1, 2026, users may access PCC’s online courses through the new domain.

PCC trains over 100 law professors on competition law

To mainstream competition law and policy in legal education, the Philippine Competition Commission (PCC) conducted its three-day intensive online course for law professors, “Training for the Specialized Academic Track and Post-Graduate Certificate Program on Competition Law,” from June 2 to 4.

The initiative forms part of the PCC’s advocacy efforts by equipping law professors and lecturers with substantive and procedural knowledge, as well as practical tools, to effectively teach competition law as part of the legal education curriculum. This supports the specialized academic track and post-graduate certificate on competition law that the Legal Education Board (LEB) approved last March 14.

In his welcome remarks, PCC Chairperson Michael G. Aguinaldo underscored the importance of strengthening legal education in the field of competition law, which remains relatively new in the country. He acknowledged the limited presence of competition law in law school curricula, pointing to the need for more equipped educators. Quoting from the LEB resolution, Aguinaldo emphasized that “such program supports not only the development of legal expertise in this critical area but also fosters a deeper understanding of how competition law shapes industries, impacts economic development, and protects consumers.”

The pilot online training drew widespread interest from over 100 law professors and lecturers all over the country. The key topics covered in the three-day lecture are the following:

  • Overview of the Philippine Competition Act by PCC Commissioner Ferdinand M. Negre;
  • Introduction to Economics of Competition Law by PCC Economics Office Acting Director Carlos L. Vega;
  • Notifications of Mergers and Acquisitions (M&As) by PCC Mergers and Acquisitions Office (MAO) Director Lianne Ivy P. Medina;
  • Review of M&As by MAO Asst. Director Michael Kris Ben T. Herrera;
  • Anti-Competitive Agreements and Abuse of Dominance by PCC Competition Enforcement Office (CEO) Asst. Director Genevieve E. Jusi;
  • Remedies in Competition Enforcement and Leniency and Dawn Raids by CEO Director Christian Loren B. De Los Santos;
  • Cross-border Cartels and M&As by Former MAO Director Krystal Lyn T. Uy; and
  • Comparative Competition Law and Emerging Trends by PCC Commissioner Lolibeth Ramit-Medrano.

In her closing message, Commissioner Medrano said, “This training marks the concrete implementation of academic reforms in collaboration with the LEB. What was then a proposal is now a living, functioning curriculum.” She further highlighted that these activities form part of the PCC’s “broader commitment to make competition law more accessible, relevant, and implements the government’s goal of building a competitive and inclusive economy in the digital age.”

The training concluded with a strong call to recognize competition law as a vital and evolving field in legal education. Participants were encouraged to continue deepening their expertise and to take part in future capacity-building initiatives, including the upcoming round of the PCC’s Mandatory Continuing Legal Education Program on Competition Law by the third quarter of the year.
